required to have arcGis account to publish to the web - Do you have to pay for it?

Hello,

I followed the guidelines to publish my report to the web but it still says the visual doesnt meet the requirements. I even created an ArcGIS account and registered. Still no luck. Do I have to pay $750/year for it by getting an account or what? The Power BI just says you need a valid account with permissions from your administrator to pucblish the report. What does that even mean? I am sole-proprieter. Do I need to change some settings. I have a premium power BI account. Im using coordinates. So yea, I'm lost. Any help would be greatly appreciated but dont send me the link to power BI documentation. I've tried that as mentioned above.

I think there are two things here.  Using the ArcGIS visual is possible without the license.  However, any real value of using it and to get any of the real in depth value that ArcGIS provides, you have to have an ArcGIS license.
